Adding Pipeline Retry Interval on Trigger level

Currently we are having retry for the pipeline level. So if we have multiple triggers against a single pipeline, we won't be able to configure the retry trigger on trigger level. The trigger level retry will help to define custom retry for each triggers rather than the whole pipeline retry.
