Increase the default indexer CPU limit from 250m to 1200m

The default CPU resource limit 250m is too small for most cases.

To save the trouble for most users (and avoid confusion), we will change the CPU resources limit to 1200m.

The CPU resources request still remain unchanged at 100m.

All mentioned config can be updated via indexer helm chart config.
