Petition upstream debian/devuan to re enable GLESv1

Disabling this was really silly, GLESv1 is an almost strict subset of OpenGL 1.3, thus disabling dosent mean you need to maintain less opengl calls functions in the driver or anything.

For gles only devices having GLESv1 is still very usefull, beacuse GLESv2 dosent support the fixed function stuff that remained in desktop gl until gl4, thus any application that uses these with gl2 and gl3 can be ported easly if gles1 is available, but would require a rewrite to port to GLES2
