What can cause hashes generated by css-loader differ from the hashes generated by this plugin?

I use this:

[name]__[local]___[hash:base64:5]

... in both plugin config and webpack5 config.

However, the 5-char-length hashes generated in HTML attributes and in CSS files are not the same.

What can be the cause?
