Missing extensions to export, incomplete list

I have installed the Project File Tools extension and it's not in the list of extension to export. Why?

This is VS2019.

I made another one that worked with this export tool, but this one does not. I can't see why. It definitely is on the marketplace, I've installed it from there myself. When I write the .vsext file manually, my extension is offered for import but the VSIX installer then fails because it can't find the file.

This tool just isn't reliable.
