VS 2017 15.9.15 Import downloads files but does not install

I see the vsix files in %temp%\ExtensionManager but nothing got installed. Export list attached. Export was from VS 2019 16.2.3 (aka "the CPU Hog")

I tried this on 2 laptops, tried running as admin, same fail on both.

ok, the workaround is to remove the v2019-specific extensions from the list (duh!) but this shouldn't really fail silently. A message would be nice.
