Modal Error Messagebox Popup during Studio Load.

Steps to recreate

1. Install Extension - CssTools
2. Close VS2019
3. Launch VS2019
4. Watch for popup

Expected behavior

Normally I'd expect not to be screamed at by this messagebox :)
