Not much of a report there, but even so, the problem is obvious. Somehow you are providing the rc option as part of the definition of AR when running the Makefile. Then rc appears twice: ar rc rc libz.a .... It is then trying to create the archive rc, with the first input being libz.a. You need to get rid of your extraneous rc. Then it will be ar rc libz.a ..., which will create the libz.a archive using the following object files.
