BIOS Hot Plug affects the speed?

I found an interesting place, BIOS opening Hot Plug will affect the speed.

Under the condition that the machine software and hardware are unchanged, turn off the hot plug for 22 minutes and turn on the hot plug for 26 minutes.

Because I run chia-plotter with nohup, I cannot see the progress. I suspect that the speed of the second file was affected when the plot was exported, and so on, the initial progress was affected.

I wonder if you have encountered my problem?
