Provide Github actions configuration

It would be nice to have github actions or Travis run for every PR

  • running bin/magento setup:di:compile
  • running magento/magento-coding-standard (phpcs)
  • running php-cs-fixer
  • php lint

And the travis badge should be added to readme

a good inspiration might be https://github.com/Smile-SA/elasticsuite/blob/2.8.x/.travis.yml
