Install the appropriate Java version when running with Docker

The current logic, at least on macOS and Windows, is to have the user install Java using a guided means. With Docker, we should be able to install it when building the image and will know where it is located for the tools in WAIL to access (e.g., setting JAVA_HOME).

Java 7 does not appear to be available via apt anymore.
