Caching interface is broken, doesn't show the UI elements for cached URI-Rs

On the options page, after a TimeMap has been fetch, a list item in the dropdown box should show an entry for the URI-R to be interacted with by the user or potentially deleted. This dropdown is not currently populated in the production version of Mink, version 3.1.0
