0 mementos badge is red when a URI-R specifies its own TimeGate

#259 describes a scenario where the aggregator is not sent a request for a URI-R when a URI-G is specified in the URI-Rs response headers.

Despite this, in the scenario where no mementos exist for the described scenario, the "0" badge ought to be red. The different code path described there is likely the culprit of the different color.
