Bundle archival specifications for single-archive Mink-origin querying

All archival querying is done via the MemGator instance at ODUCS by default with the user having an option to add additional archives.

Bundle an archival specification like the one MemGator uses at https://git.io/archives to allow a user to single-click enable/disable individual archives. This will also seed the ability for archival specification and short-circuiting.
