Archive Now UI appears after clicking toolbar button when visitng a blacklisted site with a cached TimeMap

Related to #230, if a site's TimeMap is cached then the site blacklist, upon the blacklisted toolbar Mink icon being clicked, the "Archive Now" UI will appear. This should not occur
