Move platform into separate project

As the title says, create a generic platform for development of application servers by moving macchina.io/platform into a separate project.

Well I guess some components that were open sourced for this could just be included in Poco, couldn't they ? I'm currently trying to include a cmake script to compile OSP in the POCO buildtree.
