Feature request: make a note in the logs if the config can't be read

There have been a number of cases in the MacAdmins Slack in which the admin hasn't properly deployed a .json or config profile, and then gets something like

Current operating system (13.2.1) is greater than or equal to required operating system (0.0)

Maybe, instead of having Nudge assume the min OS version is 0.0, Nudge could just display an error message that the config couldn't properly be read?
