issue with `coef.fit_pansim(., "all")` when no base parameters were fitted (just rel vals)

Was getting an error when trying to do coef(fit, "all") for fit_pansim fits if we didn't actually fit a base parameter (no values to update in the base params list). I patched this in 7315c5290333f16f85b37bac26a95225b3f4fd5f on the ip_devel branch. @bbolker does this look OK to you?
