Don't use minRssi for device_tracker

Is your feature request related to a problem? Please describe. I have Room Assistant running in some rooms but not in all of them. I use minRssi to make sure that my phone is not "linked" to a room when I'm in another room (without RASS instance). Since there are two entities per device: sensor > room name; device_tracker > device at home or not it would be nice to still show a device "at home" even if it is in a room without RASS (but still visible by other rooms).

Describe the solution you'd like It would be nice to have an option to enable the following behavior of the two entities for monitored Bluetooth devices:

• sensor. entity: shows the room name based on the minRssi setting (no change here, that's how it currently works)
• device_tracker. entity: indicates if the device is at home, regardless of whether it is in a room with RASS or not (i.e. regardless of minRssi).

Describe alternatives you've considered I'm using other mechanism to detect whether my devices are at home or not (like WiFi device tracker), but this would be a good addition to have more reliable device tracking
