Creates gh-pages branch, adds source files to build ILGPU site (note: images are not working since they are also broken in the ILGPU docs folder)

@ericjohnsohnisc Thank you for your PR and the great work on the new website. We are currently discussing how to merge the site into the repository.

We would like to take this opportunity to thank you again for your great work for creating the new ILGPU website. Since you created the PR, we've hosted your redesigned site on a separate server. After making your contribution compatible with GitHub pages (see also #850), we can finally move the hosting completely to GitHub and allow others to contribute directly to the site.
