The plan is to do that once it can be done with a reasonable architecture. Currently, the stack (omitting OrderedCollections) is CodeTracking -> JuliaInterpreter -> LoweredCodeUtils -> Revise. This stack does all kinds of insane things, like program-slicing toplevel module code to map signatures to expression-blocks (see https://juliadebug.github.io/LoweredCodeUtils.jl/stable/edges/). Once we have JuliaLowering, almost all of that can go away, and we can cache the necessary data at the time of method-definition. At that point it will be possible to migrate some of it into Julia proper and the rest into a standard library.
