m3db over minikube bundle

The idea here is to deploy m3db onto minikube, feed it with the cluster metrics and monitor it using Grafana. This is done in order to have a quick playground to feel and experiment with m3db and the operator.

The deployment also include Grafana with a few provisioned datasource and dashboards such that one can simply open Grafana and monitor the cluster right from the start

It also includes a Loki instance (much simpler to deploy than ES :-) and I'm planning to add Jager as well for full observability

I'll be happy for any comments anyone might have
