feat: use architect starter, remix 0.17.0

Rewired this to be up to date with the remix beta. Reuses the architect starter for local dev, but deploy with cdk.

@rogerchi I wonder how many, if any, changes would be necessary for this to work with remix 1.0? Would you have any insight?

I have an outstanding task to update one of my applications that's still on remix 0.17 to 1.0 -- I can update this once I complete it.
