tcp-info should (optionally) ignore connections on private IP addresses

RFC1918 address space is currently used for our internal monitoring. We should be able to ignore this traffic.

This speaks to data quality, and hiding data is not something M-Lab wants to do systemically without a very good reason. Making this P4 unless users of tcp-info also want this feature.
