default ndt5 JavaScript client does not report Network Latency

The default ndt5 JS client in this repo needs to be updated like the mlab-speedtest

My recollection on the review triage call was that we had updated speed.measurementlab.net. If we don't plan to update the ndt5 client in this repo again, this issue can be closed. If we plan to continue supporting it, we should make this change in the default client too.

Accidentally closed. I think this is a simple change to add the correct value for latency.
