Too much varation in server geo annotations

The set of server SLatLong is substantially larger than the number of sites (column Siata).

For tables and years where the servers are annotated via maxmind or other live database we see as many as 288 unique lat-long for 55 actual server geos (iata codes).

Servers should be statically annotated.

This may be fixed in the new gardners
