Prebuild binary for windows?

Does prebuild binary for windows availible like in original LabelImg ( https://tzutalin.github.io/labelImg/ ) ?

becuase of the image process library(PIL) we use to process the mask image, the binary version can be 120M on windows. I am finding ways to overcome this problem.
