This can happen when All Files Acess permission was denied and you cut out a short video on the local video playback page, which caused the app to crash and to malfunction. You can simply go Settings to open the All Files Acess permission for this app without any security or storage usage considerations and then restart your phone. There no longer will this issue occur again. I probably will fix this issue in the next app release.
