Would you be interested in a PR implementing a modern setup procedure based on poetry or hatch?

I haven't been using Python much lately and am not very familiar with modern practices, so it would be great to get some help updating current setup.

I recommend, as part of this issue or as a separate issue, replacing Travis CI with GitHub Actions.
