Move Neo4j credential note from README to install.rst option 3 section

This PR follows up on the discussion in #1232.

The Neo4j default credential note has been removed from the main README and moved into the installation guide, specifically under Option 3 - native install.

The added section provides guidance for users who keep authentication enabled (default credentials and CLI usage).
