FreeBSD support.

Compiles and runs on FreeBSD and Linux. I have tested with my small test program libsysstat-test Note that the patches have been maintained downstream over the years...They are recently updated to do per cpu freq levels, due to new features of FreeBSD-13.0-RELEASE.

I had some FreeBSD exposure. I don't have a FreeBSD machine where to test it. Will ping back when I'm ready to test.
