Support "Utility" type windows

If you try out Pitivi 0.94 (get it from pitivi.org's download page) and drag on the tabs of the various components, you can "tear" them out and they become windows of "utility" type.

This extension should take that into account and not blur/fade/shade/etc. the main window or other utility windows when clicking to focus a utility window.
