Update install.rst to adapt the change in `usbipd-win`

This update adapt the newer version (4.0.0) of udbipd-win, which has changed the syntax for related commands. I have talked about the subject with the issue #938.

Noticing on the release page of usbipd-win, it is said that

Removes the requirement to install client tools on WSL

Therefore I have deleted related indications in the document.
