cmake: Add option to enable Hunter to fetch data

Purpose

Successor to #1303, applied what was written in the review comments and fixed the conflicts. This patch keeps the Hunter package manager by default enabled, but allows you to turn it off and bring this repo to an offline sandboxed build.

Specification

Added DEPTHAI_FETCH_ARTIFACTS option.
