[PLY] Text coordinates go into exponent mode

There are certain projections where the coordinates flip to exponent mode in the text version of the file (i.e. 3.4e8) and that is not accepted by other software. Note that PDAL does also have the same issue - but it is probably better to never go into exponent mode.

Also - there still seem to be some precision issues with coordinates and variables in general.
