Match top-level tests as well

Fixes #743.

Despite my best efforts, I have been unable to make all the tests pass locally. It appears the executeBusted utility function complains that it cannot find pl.utils (by simply printing the returned err) and so far I have not been able to resolve the issue. I'm hoping an approved github action workflow will work and help me debug tests while I get things fixed locally.
