scrolling does not account for zoom

when i zoom in on the canvas and scroll the image is either half top visible or bottom half visible within one scroll.

@cjwijtmans are you on mac and are you using a trackpad? There are some quirks around trackpad usage if I remember right

nope on windows on a wireless mouse. (usb device).
