Migrate Clowd.Squirrel to Velopack

Clowd.Squirrel is being replaced by Velopack.

Alright I'm nearly done migrating, but still need to test if it works. Github workflows have to be adjusted I think (because Velopack requires releases.{channel}.json instead of RELEASES)
