Add Tile for Cover Control

Add a tile type that handles cover domain entities.

This should be generic enough to support both up/down toggles as well as setting position. It should also be generic enough to handle both garage doors and shades/blinds, but be customizable so the user can easily discern between a garage door and a window covering.
