Will turn this into broader per-agent `agent_metrics` field with a proper `decl_metrics!` macro

Can we add another variant to `State` like `State.Recovery`? In this state, `notFailed` modifier would allow actions during `State.Recovery` but only with say the governor or recovery manager as `msg.sender`?...

Yeah I think this can go in `nomad-monitor` and then we will refactor the rest of the package after

@yourbuddyconner my understanding was that this was lower priority, as we will currently assume we can trust our own RPC providers
