What do you mean by can't find powershell? Are you running `perseus serve` from `cmd`? Normally perseus shouldn't need powershell to work. Also what happens when you just run `cargo`...

According to the log, it says `[node-java] Error: not found: javac.exe`. You might have to use the path to your java executable because it is not in `%path%`
