Does manifest of `plugins/org.eclipse.equinox.launcher_1.6.400.v20210924-0641.jar` have the `jakarta.persistence-api.jar` in its `Class-Path` attribute? The documentation assumes that `eclipselink.jar` (and other dependencies) are on the classpath.
master is on SE 11 already, leaving this open as a reminder to update JAF-2.2-changes.txt

package info part of the problem is caused by a backward incompatible change in maven compiler plugin v 3.10.0
