Scrollbar moving doesn't work correctly

When using mouse to move scrollbar, it works not as expected: https://media.giphy.com/media/xT39D7D5a9G5yi5vmU/giphy.gif

As you can see, it starts to move with delay.

@luiguild, can we do something with that?

I have the same issue here too. It will scroll back up a little when I click to drag the bar down. 2018-01-30 18_45_05

Same issue. Windows 10, Chrome (latest). Also changing page height will afftect position of scroll-bar while dragging bar.
