Add AC review step for officer face tagging

As per discussion, adding an extra step in which an area coordinator or admin can manually review faces that users have associated with officer profiles could help with the data validation process. I think that would just look like showing the AC the face, the name of the user that did the work, and the officer name/profile would be sufficient?

I think this could be an optional feature per department, so that depending on AC capacity/interest for the department, they can enable.
