Feedback for users upon adding info to officers/submitting photos

1. When a user matches a photo with an officer that did not have an associated photo previously, they should get a little message like: Thank you! You've added the first photo to officer X's profile!
2. Upon adding an incident, should get a similar message: Thanks for adding the first incident to X's profile. This information is critical to the public. (or something)
