Add commendations/awards data

It would be interesting to have commendations/awards information for officers. This is something that we can probably get through public records requests (cc @camfassett). If that doesn't work, we can also probably get a subset of it from media articles, e.g. https://www.berkeleyside.com/2017/01/30/berkeley-police-recognize-standout-officers-at-awards-dinner

This is great to put on their timeline, e.g. "1 Oct 2008 - Officer Bob receives award for <>" or whatever. It provides potentially interesting contextual information.
