Replace "file a complaint" in all cities with more detailed resource page

Some people may wish to file a complaint, but they should understand the pros and cons before doing so. We should have a series of recommendations for each city that includes different methods for accountability and the pros and cons of each: lawsuits, going to a journalist/the media, telling the story on the web application (if issue #222 is implemented), or filing a complaint.

This is something that the coordinator in #355 should be able to update. Until then, the administrator should be able to update only.
