BungeeGuard straight up not working

I'm running a Velocity proxy (1.1.8) and 3 Paper 1.17 backend servers. I installed BungeeGuard on each of the backend servers and set the forwarding mode to bungeeguard in the Velocity configuration and configured forwarding-secret in the configuration of these 3 backend servers. I have no errors on both the proxy and the 3 backend servers, but the plugin does not work, I can still connect using the IP of my backend servers and authentication does not fail.
