Add ability to kindly block given IPs or hosts

For services like Grapevine, where multiple people can connect from the same address, we should have the ability to block connections from these services while giving a friendly message that invites the player to connect through another means. This will help us not lose legitimate players when we have to temporarily shut off access through anonymizers due to bad actors.
