Change in file structure RAIS 2018

Pull request #189 works to download the data. However, the files from RAIS 2018 are not separated by states anymore. The 2018 files are separated by region + SP. Therefore, the read_RAIS function fails for 2018. Unfortunately, I can't work on this issue now.
